Mr. Moss is a Principal, General Manager and Vice President of KHAFRA Operation Services. He specializes in partnering with clients to analyze their needs and find appropriate solutions to benefit the end users.

Developed smart network solutions for Advance Metering Infrastructure, Demand Response, Smart Grid Applications, Smart Metering, Leak Detection, Software Solutions, Consumer Engagement, Meter Data Management and Load Research Engineering.
Facilitated project management setting of technical, functional and business requirements with key customers to design and specify the complete system needs for new system deployments, water / wastewater facility management and infrastructure solutions. Main accountabilities included managing the planning, deployment and installation of data systems (hardware and software) and water/wastewater plant operations.

VALENTINO T. BATES, PE, President, Principal

Mr. Bates is a Principal at KHAFRA. He specializes in the planning and design of water and wastewater treatment plant processes and civil site work. Mr. Bates’ planning experience includes a local alternative and cost effective analysis for the Wastewater System Plan for the Milwaukee, Wisconsin Metropolitan Sewerage District, a procedural guide for conducting community involvement programs for the River Des Peres Facility Plan in St. Louis, Missouri, and an alternative and cost effectiveness analysis for the solids handling facilities at the Camp Creek Water Pollution Control facility. His most recent work includes development of the capital cost expenditure plans for the Clean Water Program for the City of Atlanta and the Fulton County Water and Sewer Improvement Program where Mr. Bates served as the Principal in Charge for the design program.

WAYMON E. JONES, Principal

Mr. Jones has over 40 years of experience with engineering design, construction management and operations, maintenance and management of water and wastewater treatment facilities.  He has spent 13 years of his career providing maintenance management and the overall operations for a major regional treatment system serving municipal and industrial client in the Fulton County and North Atlanta area.
